The Centers for Medicare & Medicaid Services (CMS) is a federal agency within the U.S. Department of Health and Human Services (DHHS) that administers the Medicare program and works in partnership with state governments to administer Medicaid, the State Children's Health Insurance Program (SCHIP) and health insurance portability standards.

To participate in the Medicare and Medicaid programs, hospitals and health systems must meet certain requirements and standards, called conditions of participation, that are set by CMS.

When the Medicare and Medicaid programs were first created by an act of Congress in 1965, Congress designated an agency to accredit hospitals to ensure they met the requirements for participation in the Medicare program. That accrediting agency is called the Joint Commission.

CMS has the authority to contract with other agencies to validate the findings of the Joint Commission and ensure hospitals are in compliance with CMS regulations. In Missouri, the state Department of Health and Senior Services has the authority to survey University of Missouri Health Care and other hospitals on behalf of CMS.

Surveys of University of Missouri Health Care by the Joint Commission and Department of Health and Senior Services are unannounced. They may be comprehensive and include all inpatient and outpatient facilities, or they may be limited in scope, or they may begin as limited surveys and be expanded to include a broader scope as CMS representatives decide is necessary.
